Mayoral Candidate:

Phil Fisher

United States Marine Corps, active duty 1976 - 1979. Stribling and Puckett Equipment Co. - salesman, 1979 - 1985. Mississippi Army National Guard 1980 - 1981 and 1985 - 2012, Retired federally recognized BG, State recognized MG, 4 Term Clinton Alderman 1993 - 2007, 2 Term Supervisor, 2007 - 2013, Clinton Mayor 2013 - Present.  Born Jackson, MS, married Kathryn Davis of Enterprise, MS (May 1976). Two (2) children, son Brian (wife Mimmie, children Mary Elizabeth, Hasten and Graham) and daughter Dana. B.S. Mississippi State University, Masters Degree USAWC. 

Alderman At Large Candidates:

Kenneth Lewis and Ricki Garrett

Kenny is a lifelong resident of Clinton, Mississippi, with strong community involvement.  Along with his wife, Vickie, they have acquired three businesses and have two children: A'kendra and Amias.  Kenny is a graduate of Clinton High School '89.  He holds a BS in Criminal Justice and a Master's in Theology.  He is also an ordained minister. Presently, he serves on the Clinton Public School District Board of Trustees and previously served on other civic organizations in the City of Clinton. 


Ricki Garrett, PhD., is an association management professional who is the Founder and Executive Director of the Mississippi Association of Nurse Practitioners and the Executive Director of the Mississippi Speech-Language-Hearing Association. Ricki was the Executive Director of the Mississippi Nurses Association.  Previously, Ricki served a twelve-year term on the Board of Trustees of State Institutions of Higher Learning and served on the National Council as Board Chair for the Association of Governing Boards.  She has also served as a gubernatorial appointee to numerous other statewide boards. Ricki is the recipient of a number of awards, including finalist for the Business Woman of the Year 2005 by the Mississippi Business Journal. 


Ward 1 Candidates:

David "Dave" Ellis and Janice McQuirter

Dave Ellis is the current Alderman for Ward 1 in Clinton. A Clinton resident since 1992, David graduated from the University of Southern MS in Biology in 1986, recieved an MBA from Mississippi College in 1996, and is a 30 year employee on Entergy Nuclear. David is married to Melinda (Adcock) Ellis, with three children and two grandchildren. He has served the City on the Parks and Recreation Advisory Board and the Planning and Zoning Commission. 

Janice McQuarter has lived in Clinton for 25 years, though a native of Prentiss, Mississippi.  After 10 years of service with Shell Oil Company in New Orleans, she and her children moved to Clinton.  She is married to Hinds County Spuervisor Darrel McQuirter.  Janice actively participates in community events and activities which includes being chariperson for her church Relay for Life team, Habitat for Humanity, Stewpot, and 4C's.  She serves in many capacites in her church. 

Ward 2 Candidates:

Cedric Morgan and Jim Martin

Cedric Morgan is a former city clerk for the city of Jackson, and served in a number of roles in state government, including director with the Mississippi Development Authority, and manager at the Department of Education.  Morgan volunteers with Hinds County Human Resouces Agency.  Graduate of Jackson State University.  He participated in continuing education programs including Certified Public Manager, John C. Stennis Instute of State Government's State Executive Developmnet Institute, and Municipal/National League of Cities.  He and his wife, Karen, have resided in Clinton for 18 years.  They have one daugher.

Jim Martin is a life-long resident of Clinton, and a Clinton High School graduate.  Jim graduated from Mississippi College with a business finance degree and Baylor University with a law degree. Jim's law office is in Olde Town Clinton. Jim has served as Chairman of Decons and Chairman of Trustees for First Baptist Church.  He has served as President of Clinton Noon Lions Club, Arts Council officer, Planning and Zoning Board Chairman and Ward 2 Alderman.  Jim seeks re-election as Ward 2 Alderman. 

Ward 4 Candidates:

Bernard Kines and Keith Perritt

Bernard Kines is a graduate of Clinton High School and Mississippi State University.  He has served on the Board of  Main Street Clinton for 7 years and was elected as the 2014 President. He is the current Chairperson for the Economic Vitality Committee for Main Street Clinton.  Bernard has 17 years of Property and Casualty Insurance experience.  Bernard has been married for 16 years and father of a 4 year-old son.  He has resided in Clinton since 2002. 


Keith Perritt moved to Clinton in 2007 for work and for the top ranked public school district. In 2014, Perritt made Clinton his forever home by purchasing a house in the Lakeview Heights community. Clinton has been good to the Perritt family, and Keith wants to give back as the voice of Ward 4. With public safety/service as his background, Perritt knows how to listen and serve.


Ward 5 Candidates:

Jan Cossitt, Ronald Hershel Morris Jr., and Vera Watson

Jan Cossitt is currently Alderman for Ward 5 and serving in her 3rd year as the Director of Patient Experience at Merit Health Central in Jackson. Since joining Central's staff, she has worked to increase Volunteerism, begin a Senior Circle program with over 50 members, and serves as the Community Cares Champion which has oversight of leadership development, patient satisfaction, physician engagement, and people engagement.  Jan has been named on six occasions Outstanding Young Woman of America, was honored as Outstanding Religious Leader by Clinton Jaycees and was named Volunteer of the Year by Main Street and 2011 Ambassador of the Year by Clinton Chamber of Commerce.  Jan is an active member of First Baptist Church of Clinton.  

Ronald Morris is an attorney admitted to the practice of law in Mississippi and Tennessee.  After practicing in Tennessee for a year, he decided to return to his roots in Mississippi.  He is now the Senior Supervising Attorney at RevClaims, LLC, located in Flowood, where he specializes in benefits coordination and insurance billing. Ronald has lived in Clinton since 2014 with his wife Carole-Anne, who is also an attorney, and they attend Morrison Heights Baptist Church. 

Vera Watson is the mother of two daughters, Jocylynn and LaTrenda, both graduates of Clinton Public School and Jackson State University. Vera has a BS and MAT Degree from Jackson State University with additional study at Mississppi College. She is a member of the New McRaven Hill Baptist Church and serves as Church Clerk, Sunday School Teacher, and Vacation Bible School Director. Vera is a member of the Clinton Chamber, 4C's Board member, and member of the Retired Teacher Association in Clinton. 

Ward 6 Candidates:

Jeffery Hammond and Michael "Mike" Cashion

Jeffery Hammond was born and raised in Aabama and is a graduate of Chavala High Schoool of Seale, AL and Central Texas College.  He has served an honorable 20 years' service and retired from the US Army in 2004 with worldwide assignments.  He and his wife, Cynthia, along with the 3 children Jasmine Morris, Robert Morris and Jeffery "JJ" Hammond, chose Clinton as their home in 1997.  Hammond felt at home since his arrival, and dove in community involvement by coaching YMCA Girls Basketballl, Youth T-Ball, Clinton High Boster Club and Flag and Tackle Football until 2014. 

Mike Cashion has been the Executive Director of the Mississippi Hospitality & Restaurant Association for over 20 years. He is one of a small number of professionals that has obtained the Certified Associaton Executive Credential.  In 2012 he also earned the Certified Municipal Official designation. His objectives for the next term include the creation of a Livable Neighborhood Program, continued crime prevention tactics- including additional officers and utilization of technology, and more strategic retail recruitment.
