The Public Works Department consists of the following divisions:

  • Street and drainage
  • Water
  • Sewer
  • Sanitation

Sewer Division

The City provides sanitary sewage service. A monthly service fee is included in the utility bill. Because there is no effective way to gauge sewage output from each house, the fee is based on water consumption.

The City is responsible for the installation and maintenance of the sanitary sewer system that lies beneath city streets. The homeowner is responsible for the line between the house and its connection at the street to the major sewer line. When a sewer stoppage occurs, the source of the problem is not always immediately apparent.

A sewer lateral is the sewer line that connects your home to the sewer main. The sewer lateral carries all waste water from your home into the sewer main. A private plumber installed your sewer lateral when the home was built. Because it is a private line, maintenance and repairs are the homeowner's responsibility. However, If you suspect or experience a sewer blockage, you should report it to the Clinton Public Works office for a thorough inspection.

It is the homeowner's responsibility to flush or clear the sewer lateral. The exception would be if a problem in the homeowner's lateral is caused by a blockage in the city sewer main.

A sewer clean-out is an access point on the sewer lateral that allows the line to be flushed or cleared in the event of a sewer blockage. The clean-out can also be used to prevent sewage back-up inside the home. The sewer clean-out is usually located close to the structure and is made of P.V.C. (plastic) or metal. Shrubs and plants should be kept away from the clean-out.

Residential Garbage Collection

The City of Clinton has contracted with Waste Management for residential solid waste collection. Household garbage will be collected twice per week. Residents may use up to a thirty (30) gallon receptacle but receptacle should not exceed sixty (60) pounds total weight. Plastic garbage bags with sufficient wall strength and not exceeding forty (40) pounds in total weight are also acceptable. All containers should be placed in a location that is easily accessible for pick-up and one that is no more than five (5) feet from the curb line. Please place the containers in a manner that will not block driveways or mailboxes or otherwise inhibit other services.

Residents will be notified of route changes through local newspaper and placement of door hangers on individual residences.

Light Commercial

Twice a week pick-up service will be provided to businesses which generate no more than one and one-half (1 ½) cubic yards of solid waste per week. If waste exceeds limits the business will be required to contract with a private company for collection.

Rubbish/Tree Limbs & Trimmings

Limbs and other trimmings should not exceed five (5) feet in length and no greater than eight (8) inches in diameter. Limbs and/or bundled branches may not weigh more than sixty (60) pounds or exceed two (2) cubic yards.

Yard debris will be collected on the last collection day of the week.

Residents who contract with a tree service or hire an individual for the removal of trees on private property will be responsible for the disposal of such debris.

Brown Goods/White Goods

Furniture including upholstered pieces and mattresses, stoves, refrigerators and air conditioner units that are de-energized of chlorofluorocarbons (CFC), water heaters, washing machines, and other waste materials other than construction debris will be collected on the last collection day of the week. Limit one (1) item per week per household.

Construction Debris

Waste Management will not collect solid waste resulting solely from construction, remodeling, repair, or demolition operations on homes, buildings or other structures. This includes roofing materials, landscape materials, tree removal, bricks, concrete, fencing material, etc. The homeowner will be responsible for disposal of such debris.

Hours & Days of Operation/Holidays

Residential route collection will begin at 7:00 a.m. each weekday and Saturday. The contractor will observe the following holidays:
  • Thanksgiving Day
  • Christmas Day
  • New Year’s Day
If the contractor decides to observe additional holidays, garbage will be collected the next scheduled day. Proper notification will be through the local newspaper and radio.

Hazardous Waste

Any chemical or article, which is designated by the United States Environmental Protection Agency to be “hazardous”, will not be collected. Products such as: used motor oil, paint, paint thinners, propane tanks, batteries, aerosols, antifreeze, insecticides, etc., may be taken to the Environmental Service Center. The ESC is located at 1570 Terry Road. Operating hours are: Tuesday, Thursday and every 4th Saturday, 8:00 a.m. – 3:00 p.m. The phone number is 601-960-0000.

Curbside Leaf & Pine Straw Collection

The contractor will collect bagged leaves and pine straw. The city provides curbside leaf and pine straw collection beginning in October and ending April 15th. Leaves and pine straw must be placed within five (5) feet of the curb and free of any other yard waste or debris. Never place leaves, pine straw or other debris in gutters, drains, or curb lines, as it will clog storm drains resulting in street flooding during rainfall events.

Recycling

The contractor will provide one (1) recycle container per household. Curbside recycling will be collected once a week and taken to Recycle America, an approved recycle center.

Items accepted include newspaper, aluminum, steel cans, plastic milk jugs and drink bottles.

Roll Off Dumpsters/City Wide Clean-Up

April 1st through April 15th is annual city wide clean-up. Roll off dumpsters will be placed in designated locations where residents can dispose of yard waste, bulky items and other household debris free of charge. Watch the local newspaper for dumpster locations or call the Public Works Department at 601-924-2239 for more information.

Christmas Recycling

Curbside service will be provided from December 26 until January 6th for tree pick-up by the city. All trees must be free of nails and decorations to prevent injury during chipping. After January 6th the contractor will collect trees.

Storm Drains

Public Works crews maintain drainage ways located within the City easements. This maintenance includes repairing sinkholes over drainpipes and along lined ditches, cleaning and preventative maintenance. A certified, bonded contractor conducts herbicide applications for certain improved ditches three (3) times per growing season.

Street Division

Clinton has nearly 125 miles of city streets and roads. Except for U.S. Hwy 80, and the exits around Interstate 20, which are handled by the Mississippi Department of Transportation (601-924-5452), the City's Public Works Street Department maintains the roadways.

Water Division

To arrange water service, apply in person at the City Public Works Facility located at 527 Springridge Road. A $100 deposit is required for all new residential customers.

Customers are mailed bills monthly for water usage; the billing also includes the sanitary sewer charge and the solid waste disposal fee. Payment options include cash or check at the Public Works Facility or in a drive-up box located in front of City Hall 300 Jefferson Street. A bank draft is also available.

Water meter maintenance, such as broken lids, missing lids, broken meters, curb stops or shut off valves is performed by the Water Maintenance crew. The work is scheduled by the Public Works Department at 601-924-2239.
